You will require this licence if you intend to research the growing or supplying of industrial, class A or class B hemp plants and seeds for use in plant breeding programs for developing new commercial strains of industrial hemp.
There are two categories of licences:
- Category 1: authorises you to possess industrial, Class A and Class B hemp plants and seeds;
- Category 2: authorises you to possess industrial and Class B hemp plants and seeds.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.
To be eligible for a this licence you must:
- Apply in writing to the Agency, including all information that may be required;
- Have acquired the necessary educational or other qualifications and experience to engage in plant breeding or other research;
- Not be bankrupt or personally insolvent;
- Have a clear conviction record for a minimum of 5 years in relation to drugs; and
- Pay the relevant application fees.
