You will require this registration if you intend to operate a brothel or escort agency in the Australian Capital Territory (ACT).
A brothel is a premises used for the purposes of prostitution but does not include premises where accommodation is normally provided on a commercial basis. An escort agency is the business of arranging prostitution at premises other than a brothel. All premises used for the purpose of prostitution must be registered.
Prostitution is a provision of commercial sexual services. You can register as either a:
- Sole operator, where a premises is used by an individual prostitute that is solely owned and operated by them; or
- A commercial brothel / agency which is anything other than a sole operator premises.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.
To be eligible for this registration you must;
- Hold no convictions for criminal offences;
- Ensure each person involved in sexual conduct undertakes regular medical health check-ups; and
- Ensure no one underage intends to work in your establishment.
Please be advised you must also complete an annual report detailing the returns you have received from the operation of your brothel or escort agency.

You are required to submit a registration notice at least 7 days prior to operation.
