Service Approval - Australian Capital Territory

Service summary

You will require this approval if you intend to operate a family day care or centre-based service for children ranging from below school age up to the commencement of a secondary school program. Centre-based services include long day care, preschool or kindergarten and outside school hours care services.

You must apply for a provider approval before applying for a service approval. You will need to apply for this approval if you are, or will be the operator of the education and care service, and be responsible for the management of the staff members and nominated supervisor of that service.

If you intend to operate multiple child care services you must apply separately for approval for each service and all services must have a nominated supervisor before it can begin operating. You must include the details of the person with an individual supervisor certificate who will be the service's nominated supervisor. If they don't have the certificate then they will need to apply for one.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility requirements

To be eligible for this approval you must:

  • Be an approved provider or have already applied for an approval;
  • Be the person who will operate the service and who is responsible for the management of the staff members and nominated supervisor of the service; and
  • Ensure that the person you intend to nominate as the nominated supervisor has a supervisor certificate or has applied for one.

This approval will not be granted until your provider approval and a supervisor certificate are granted.

Centre based care: 24 or fewer children $426; 25 to 80 children $640; 81 or more children $854.


Family day care $640.


You will also be required to pay an annual fee. The fee ranges from $196 to $389 and will depend on the size of your service.



Applications should be lodged with the relevant ACT Authority as outlined on the application form.
