Motor Vehicle Sale Licence - Australian Capital Territory

Service summary

You will require this licence if you intend to buy, sell, or exchange motor vehicles. There are two categories of licence available:

  • Dealers licence; and
  • Wholesalers licence.

A wholesaler may buy motor vehicles from any person but may only sell or exchange those vehicles with financiers and holders of vehicle sale licences (including other wholesalers). A dealer may buy and sell motor vehicles from anyone.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility requirements

To be eligible for this licence you must:

  • Be 18 years of age or older;
  • Be considered a suitable person for the purpose of the licence;
  • Not hold, or be on a current application for a car market operator licence;
  • Have sufficient material and financial resources to carry on business;
  • Submit the required application forms and required documentation; and
  • Pay any required fees.

Lodgement

Your completed application must be supported by the following documentation:

  • An ACT Planning and Land Authority certificate for the premises where the applicant proposes to carry on business under the licence;
  • If you are an individual, a statement audited by a qualified accountant containing details of your material and financial resources;
  • If you are a corporation that has been in existence for less than 1 year, a copy of the corporation?s accounts from time of incorporation to no more than a month before date of application for licence;
  • If you are a corporation that has been in existence for more than 1 year, a copy of the corporation?s account for the previous financial year and for the current financial year up to not more than a month before date of application for licence;
  • A copy of the advertisement where by you notified the public of your application in a daily newspaper circulating in the ACT within 7 days before lodging your application; and
  • Two written references as to the fame and character of the individual applicant.

Please note the consent for a police records check form must be lodged directly with the Australian Federal Police.
