Description

You will require this permission if you intend to enter an area which is subject to quarantine restrictions at a specified landing place in Australian Territory other than at the designated point of entry for that aircraft.

Australian Territory means:

Australia, Christmas Island, Cocos (Keeling) Islands and any external Territory to which these areas extend
the airspace over these areas
the coastal sea of Australia, of Christmas Island, of Cocos (Keeling) Islands and of any other external Territory to which these areas extend.
