A manufacture-prohibited chemical is any chemical product that contains an active constituent that is the subject of an international agreement. An active constituent is a substance that is primarily responsible for the biological or other effect identifying the product as an agricultural or veterinary chemical product.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.
To be eligible for this consent you must provide the following information:
- generic information about yourself
- the technical name, common name and Chemical Abstracts Service (CAS) number (if known) of the chemical
- the quantity to be manufactured.
The Agency will also consider the intended use of the chemical and whether such use is prohibited under the relevant Convention.
