You will need this consent if you operate a business that intends to manufacture a manufacture-prohibited agricultural or veterinary chemical within Australia.

A manufacture-prohibited chemical is any chemical product that contains an active constituent that is the subject of an international agreement. An active constituent is a substance that is primarily responsible for the biological or other effect identifying the product as an agricultural or veterinary chemical product.
