Permit to Export, Import or Transport Hazardous Waste - Australian Government

Service summary

You will require this permit if you intend to export or import hazardous waste, or move it in and out of Australia (transit). Hazardous wastes generally have characteristics such as being:

  • Flammable;
  • Explosive;
  • Poisonous;
  • Toxic;
  • Exotoxic; and / or
  • Infectious.

They include but are not limited to:

  • Residues arising from industrial waste disposal operations;
  • Metal ash and residues;
  • Used batteries;
  • Electronic scrap;
  • Waste chemicals;
  • Clinical waste;
  • Solid plastic waste; and
  • Waste oils.

There are several types of permits depending on what country the hazardous waste is going to or coming from, your permit may approve you to:

  • Import;
  • Export, including export to a nation that is protected by the Basel Convention; and / or
  • Transport hazardous waste.

Licence

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility requirements

To be eligible for a permit you must show evidence:

  • Of appropriate insurance;
  • Of your financial viability to complete the permitted activity; and
  • That that the waste will be managed in an environmentally sound manner.

In the case of all export permits there must be a written contract or chain of contracts, covering all movements, starting with the notifier and terminating at the disposal facility. The person specified in the contract is responsible for the management of the wastes including their return if necessary.

Most permits are processed within 20 to 60 days; however, if there are difficulties which arise during the assessment process, then it could take up to 120 days to be processed.
