Service summary

You will require this certificate if you intend to operate an aircraft. You will also require this certificate to conduct commercial activities in relation to aerial work, charter or regular public transport operations including:

  • Aerial surveying
  • Aerial spotting
  • Aerial agricultural operations
  • Aerial photography
  • Aerial advertising
  • Ambulance functions
  • Aerial stock mustering
  • Dropping
  • Feral and diseased animal control
  • Frost protection
  • Hot air ballooning
  • Power line
  • Rappelling
  • Search and rescue
  • Sling load operations
  • Surveillance
  • Target towing
  • Trade operations
  • Winching and hoist
  • Carriage, for trading purposes, of goods owned by the pilot, owner or hirer of the aircraft on unfixed schedules
  • Flying training (please note that you will be required to transition to the new part 141 or part 142 flight training approvals if you want to continue offering flight training after 1 September 2017)
  • Carriage of passengers or cargo that are not part of a fixed schedule regular public transport or cargo operation

        or

  • Regular, fixed schedule, public transport.

Licence

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility requirements

To be eligible to receive this certificate you must:

  • Be a natural person or a legal body;
  • Fill out the application form approved by the Agency;
  • Provide a copy of your proposed operations manual;
  • Provide a copy of your proposed training and checking manual;
  • Provide a copy of your proposed dangerous goods manual;
  • Provide a new certificate / declaration of insurance to the Agency on each occasion that an insurance contract is commenced, renewed or varied; and
  • Have a sufficient understanding of the English language to ensure that you can operate in a safe manner.

You may also be required to let an officer authorised by the Agency inspect or test any:

  • Aircraft covered by the application;
  • Aeronautical product covered by the application;
  • Premises and facilities used or proposed to be used; and
  • Procedures and practices.
