You will require this approval if you intend to act as a parachute instructor, tutor or jumpmaster. A valid instructor or tutor is able to operate within the privileges of the ratings and endorsements that they hold.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.
To be eligible for this certificate you must:
- Be the holder of a valid instructor or tutor rating and act in accordance with the privileges of the ratings and endorsements held;
- Be a fit and proper person to discharge the duties and responsibilities and exercise the rights and privileges associated with the rating or endorsement;
- Be a person of good repute;
- Have attained at least 18 years of age;
- The successful completion of an instructors course; and
- Recommendation and/or approval of the Chief Instructor.
