You may require this certificate if you intend to connect a development to water industry infrastructure.

For example, if you are applying for a subdivision certificate to subdivide land to which water or sewerage services are provided, before a subdivision certificate can be issued, you must first obtain a certificate of compliance. Gaining this certificate will show that you have complied with the requirements relating to water industry infrastructure developments.

Your certificate may be granted unconditionally or subject to specified conditions. For example, a condition to the effect that the granting of your licence is conditional on carrying out the terms of an agreement entered into under a requirement notice.
