Licence as an Animal Supplier - New South Wales

Service summary

You will require this licence if you intend to supply animals (other than exempt animals) for use in research and teaching. The supply of animals for research includes obtaining, breeding, nurturing, keeping and transporting animals for the purpose of them being supplied for use in connection with animal research. This includes animals such as dogs, cats, rabbits, rats, mice, guinea pigs and monkeys. If you intend to supply the following animals you may not need this licence:

  • livestock (sheep, cattle, pigs, poultry, horses and goats)
  • animals that are in the wild
  • animals that fit the criteria described in the regulation.

Establishments and individuals breeding animals for their own use do not require this licence, provided certain conditions are met. Some exemptions exist for the supply of certain animals.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility requirements

To be eligible for this licence you must:

  • provide details of any prescribed offence that you (or, in the case of a corporation, any director of the corporation) has been convicted of in the 3 years immediately preceding the application and details of any penalty imposed for the offence
  • provide the full name of any manager or proposed manager of your animal supply operations
  • specify the premises where your business will be conducted
  • provide a description of the areas where animals for supply are or will be housed and the facilities and accommodation provided or intended to be provided for each species of animal
  • specify animals to be supplied and particulars of the animal care and husbandry procedures that you propose to use
  • supply reproductive data for each species of animal to be supplied, the number of animals held at the time of application and the annual turnover of each species
  • not be a disqualified individual or corporation
  • have a duly constituted animal care and ethics committee
  • provide details of staff employed to care for the animals
  • submit the application form
  • pay any required fees.

Up to three years.



$100 per application up to a maximum of $300 per calendar year. Subsequent applications made in the same year will not carry a fee.
