Commercial Agent and Private Inquiry Agent - Master Licence - New South Wales

Service summary

You will require this licence if you intend to operate a business that engages in Commercial Agent and Private Inquiry (CAPI) activities including:

  • process serving
  • debt collection
  • repossession of goods
  • surveillance of people
  • investigation of people.

There are three classes of licence:

  • Class 1 authorises you to be self-employed and to carry on CAPI activities provided that you hold both a master and operator licence relevant to those activities.
  • Class 2 authorises you to employ (not subcontract) one to ten licensed operators to carry on CAPI activities provided they hold the appropriate licence relevant to those activities.
  • Class 3 authorises you to employ (not subcontract) more than 10 licensed operators to carry on CAPI activities provided they hold the appropriate licence relevant to those activities.

Please note that this licence relates to the running of a business and employing staff, not the actual CAPI activities themselves. In order to carry out CAPI activities as a self-employed sole trader you will need an additional operator licence for the relevant activities.

Eligibility requirements

To be eligible for this licence you must:

  • be 18 years of age or over
  • have the right to work in Australia
  • satisfy stringent integrity requirements regarding yourself and close associates of your business (if you are a sole trader or self-employed master licence applications only)
  • declare details of close associates who have a financial or other interest in your business
  • have your fingerprints taken
  • submit the required forms
  • pay any required application fees.

Master licences cannot be transferred.
