Producer / Wholesaler Liquor Licence - New South Wales

Service summary

You will require this licence if you intend to carry on a business as a wine producer, brewer, distiller or wholesaler (for example, wine, cider, perry, mead, beer or spirits). For wine producers, brewers and distillers, this licence also allows tastings (with a charge if desired), retail sales, and direct sales to the public at liquor industry shows and farmers' markets or fairs.

Differences of licences:

  • producers are enabled to sell their own product to any person or company, and someone else's product to other licensed premises
  • wholesalers are able to sell other peoples products to other licensed premises only. If you intend to sell other peoples products to any person or company you should consider applying for a packaged liquor licence instead.

Please be aware that:

  • you can apply as an individual or a corporation
  • you can apply for a drink-on premises authorisation to allow liquor to be sold for consumption on your premises
  • standard trading hours will apply but you can apply to extend trading hours.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility requirements

To be eligible for this licence, you must:

  • be 18 years old or over
  • be considered fit and proper for the purposes of the licence
  • provide a copy of the local Council's development consent or approval of the premises (if approved)
  • undergo a police check and provide the certificate (if you are applying as an individual)
  • provide a copy of the 3 identity documents presented when applying for the police check
  • provide a copy of the Responsible Service of Alcohol certificate (if applicant is an individual)
  • provide a plan of the proposed licensed premise
  • submit the required application form
  • pay any required fees.

Please be aware that you can apply as an individual or a corporation. If you are applying as a corporation you must have an appointed manager that has been approved by the Authority. This is a separate application process.
