Approval to Operate an Onsite Sewage Management System - New South Wales

Service summary

You will require this Approval if you intend to operate a system of sewage management.

A sewage management system is the infrastructure designed to hold, process, re-use or discharge, sewage or the by-products of sewage.

This Approval is still required whether or not the sewage is generated on the premises on which the system of sewage management is operated.

This Approval is NOT required for any action relating to the discharge of sewage directly into a public sewer or for any action relating to sewage or by-products of sewage after their discharge into a public sewer.

Sewage management infrastructure can include (but is not limited to) artificial wetlands, transpiration mounds, trenches, vegetation, effluent polishing, dispersal or re-use arrangements.

It also include items such as septic tanks, aerobic treatment units, compost toilets, tanks, beds, sewers, drains, pipes, fittings, fixtures or any other apparatus used for the treatment of sewage.

Sewage is made up of blackwater and greywater.

Blackwater is wastewater generated from a toilet, bidette or bidet. It is heavily and directly contaminated with human waste. It may also contain contaminated solid material, such as toilet paper. This wastewater is highly infectious.

Greywater is wastewater which does not arise from a toilet. Greywater includes wastewater from a hand basin, shower, laundry and kitchen. Greywater is often contaminated with human waste, dirt and other materials, but to a lesser extent than blackwater.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility requirements

The Council's Environmental Health Officer will also need to perform an inspection of the infrastructure before an Approval to operate a system of sewage management can be granted.
