A Foreign Lottery is a lottery managed outside the Northern Territory, with the operator wishing to conduct the lottery within the Northern Territory. The lottery may be conducted by a non-profit organisation for fundraising purposes or by a commercial entity as a profit making venture.
A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.
Generally the operator must prove that running of a foreign lottery within the Northern Territory will be of substantial community benefit.
