Approval to operate a camping ground or caravan park (Toowoomba) - Queensland

Service summary

This licence is required for the use of an area of land for accommodation in any of the following:

  • any caravan accommodation provided for payment that shares facilities amongst the persons for whom the accommodation is provided.
  • a camping ground which includes land approved by council for camping, and any commercial camping ground.

The applicant for a licence must be a legal entity (eg person(s) or company). Note: a business name or shop name is not a legal entity and cannot be the licence holder.

Service type


A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Definition of terms


means a caravan or a complementary accommodation.

Camping ground

means a commercial camping ground or land approved by the local council for camping.

Commercial camping ground

means land that is made available, on a commercial basis, for camping but does not include a caravan park.

Complementary accommodation

prescribed as appropriate to caravan park is accommodation:

  • an on-site van
  • a cabin
  • a manufactured home
  • a tent or other structure that can be readily assembled and disasembled.
Environmental Harm

have the meaning given in the Environmental Protection Act 1994.

Environmental Nuisance

have the meaning given in the Environmental Protection Act 1994.



  • toilets
  • bathing or showering facilities
  • facilities for washing and drying clothes
  • facilities for cooking or food preparation
  • sporting and other recreational facilities
  • other facilities for the use or convenience of people using a camping ground.
Relocatable homes

means a Class 1 or Class 3 building under the Building Code of Australia (or its equivalent).


means an area designated for a single accommodation of a particular type.

Eligibility requirements

You should check that zoning is appropriate prior to applying for this approval.

To receive approval, council must be satisfied of the following:

  • you will operate the caravan park/camping ground in a way that will not cause nuisance, inconvenience or annoyance to the occupiers of adjoining land or environmental harm.
  • all facilities in the caravan park/camping ground will remain at an acceptable standard or will be brought to acceptable standard for use by residents.
  • the proposed manager of the caravan park/camping ground is suitable.
  • the operation and management of the caravan park/camping ground will comply with the criteria laid down under Local Law policies.

You will need to acquire a Development Permit.


You can obtain this licence by completing an Accommodation and facilities application and submitting it to Council.

To assess the suitability of your premises, you are required to submit the following plans with your application:

  • Two copies of plan layout of the intended location of all caravan sites, buildings, cabins, camping areas, and access roads to a suitable scale (eg 1:100).

You should ensure your plan shows:

  • size and number of each campsite and caravan site
  • site boundaries, outlines of buildings and the use of the adjoining properties
  • the position and number of all amenities (toilet, shower and laundry facilities)
  • the position of all water points and waste receptacles
  • details of water quality, reticulation and drainage

If you are not the owner of the land on which the caravan park or camping area is to be situated, you will need to provide the written consent of the land owner.

Additional information

Council regulates caravan parks and camping areas to ensure that they are maintained in a clean and hygienic condition, and that they provide appropriate facilities. Compliance with council's requirements will assist you in providing a safe environment for your customers.
