A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Definition of terms

Animal

includes a fish, bird or reptile but does not include an animal of a species excluded by Local law policy from the application of this Local law.

Cattery

a place used for the keeping, boarding or breeding of cats on a commercial basis.

Kennel

a place at which dogs are kept, boarded, bred, or trained on a commercial basis.

Additional information

Councils regulate kennels and catteries to:

  • protect the community against risk of injury and damage
  • ensure that animals do not create a nuisance, or hazard to health or safety
  • prevent pollution and other environmental damage resulting from keeping animals
  • protect the amenity of the local environment
  • ensure that animals are kept and used in a way consistent with the rights and expectations of the local community.

Council may prescribe standards requiring you to:

  • regularly clean enclosures and dispose of waste
  • provide an adequate supply of food and water
  • provide adequate space for the animals
  • separate enclosures in which animals are kept from places used for human habitation or for preparing food, and watercourses or water catchment areas.

Council may also make other provisions for maintaining proper standards of cleanliness and hygiene.
