Approval for activities in council parks/reserves/foreshores and bathing reserves (Barcoo) - Queensland

Service summary

Approval is required to undertake activities in parks, reserves, foreshores and bathing reserves, and council controlled venues. Activities are regulated in order to enhance public safety and convenience. Examples of these activities include but are not limited to:

  • sport and recreational events or competitions (including commercial skate events)
  • weddings
  • special events (e.g. fair, fete, markets or functions)
  • concerts
  • promotions
  • conferences
  • training
  • filming and photography
  • circuses
  • horse/camel/pony rides
  • equipment hire (including aquatic equipment)
  • vehicle operation on council parks and reserves.

If you require a Development Permit under the Sustainable Planning Act 2009 and receive approval for your activities on council land under this permit, then you do not need to obtain this approval, contact council for further information.

Approval time

Local Council regulates activities in parks, reserves and (where applicable) foreshores to:
  • provide for appropriate public access for active and passive recreation
  • protect the safety of persons using parks and reserves
  • preserve features of the natural and built environment and other aspects of amenity
  • ensure appropriate standards of conduct.
The following are business activities:
  • weddings
  • sporting events
  • concerts
  • promotions
  • filming and photography
  • circuses.
If you establish a park or reserve on trust land, the use of the park or reserve must be approved under the Land Act 1994. You must not bring a motor vehicle onto, or drive a motor vehicle on, a park or reserve, unless:
  • the whole park or reserve is available for motor vehicle access
  • you keep the vehicle within a part of the park or reserve that is available for motor vehicle access.
Council may:
  • prohibit you from bringing animals, or animals of a specified species, into a park or reserve
  • grant you a licence that gives you the right to occupy and use a specified part of a park or reserve (e.g. permitting a sporting association to mark out a playing field in a specified location)
  • grant licences subject to certain conditions, such as requiring that licence holders:
  1. make periodic payments to Council
  2. make facilities installed under the licence available for use by the public at specified times or over specified periods
  3. take specified precautions to protect the safety of persons who enter the land subject to the licence
  4. properly maintain equipment and facilities
  5. insure themselves and the Council against liability for injury, loss or damage arising on the land subject to the licence.
