Persons undertaking activities which will obstruct a street or footpath may be required to seek permission prior to commencing the activity. Permission may be needed for activities such as the erection of ladders, hoardings or scaffolding over a footpath or road, the driving or parking of vehicles on footpaths, the unloading of goods or placing of articles on streets or the undertaking of works which involve obstruction of the footpath by pipes or tubes (for example, steam cleaning of carpets).
