You will need this permit if you intend to do any of the following over a footpath, kerb and channel, table drain or vehicle access:

construct, install, remove or alter a vehicle crossing, whether temporarily or permanently
construct or lay down a bridge
construct any other type of crossing.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.
