You will require this permit if you intend to undertake certain commercial activities in local council golf courses, including:

hawk, sell, offer for sale or hire any goods or services
distribute or make available handbills or other printed matter
sell or make available or offer to make available, any professional coaching, instruction or teaching of the game of golf.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.
