Petroleum Exploration Permit - Victoria

Service summary

You will require this permit if you intend to explore for petroleum. The permit provides exclusive rights, and renewal rights, to explore for petroleum in a defined area. This area may not exceed 12 500 square kilometres in size.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility requirements

To be eligible for this permit, you must:

  • Make an application for areas notified;
  • Ensure application is accompanied with details on the proposed exploration work programs;
  • Provide details of estimated expenditure (such as seismic surveys, exploration wells), technical expertise of the applicant and the adequacy of its financial resources to meet work obligations in the permit; and
  • Pay the prescribed fee.

Please note that a tenement may be required.

Ongoing requirements

It is an ongoing requirement of this permit that you abide by any conditions or obligations issued by the Agency, such as approval of project, operational and environmental plans and Safety Management Systems. You must submit:

  • Six-monthly reports, within 30 days after the end of half-yearly period; and
  • Annual reports, within 30 days after each anniversary date.

All tenements issued under the Act can be varied and transferred to another party with the approval of the Minister. With the approval of the Minister, dealings (agreements assigning interests to other parties and creating agreements) are also registered against tenements.

The Minister must be notified immediately prior to the discovery of petroleum.


Expires 5 years after the day on which it was registered. It can be renewed once for another 5 years with a reduction of size of at least 50 percent.
