Approval of Premises for the Operation of Children's Services - Victoria

Description

You will need this approval to use particular land or use, construct, alter or extend premises for the operation of children's services.

Children's services include operating a kindergarten or providing long day care, family day care, occasional care and outside school hours care. You will need this approval prior to applying for a licence to operate a service that provides care and developmentally appropriate programs for four or more children under the age of thirteen years in the absence of their parents and guardians.

This approval ensures the premises and location of the children's service will be satisfactory for children's use and that the persons who intend to operate or exercise control over the children's service are fit and proper. It does not permit the operation of the service.

Eligibility requirements

To be eligible for this approval, you must:

  • submit an application form
  • comply with conditions that may be required
  • be a fit and proper person and of good character
  • provide design sketches, construction drawings, plans or specifications relating to the premises proposed to be used, constructed, altered or extended
  • ensure the design and location of the premises are deemed satisfactory by the Agency
  • pay any required fees.

Ongoing eligibility requirements

You will need to abide by all current industry codes of practice and conform with the usual local government planning and building guidelines and practices.

The person in charge of an early childhood service must not confirm the enrolment of a child unless the child's parents have provided an immunisation status certificate about the child or be given this certificate within sixteen weeks after the date of the child's first enrolment. There are some exceptions to this rule.
