Due to the differing nature of commercial activities and genuine research, development or demonstration, this approval is available instead of approval of works. Large projects that pose the same level of risk of environmental impact as an established commercial-scale industrial process will have to undergo the usual works approval.
When a commercial operation is proposed following a research, development or demonstration project, a works approval must be obtained.
