Specified Animals Breeding Licence (SABL) - Victoria

Description

You will require this licence if you intend to breed specified animals (guinea pigs, rats, mice, rabbits, and non-human primates) for use in scientific research and experiments (scientific procedures). This licence authorises you to breed specified animals for supply to institutions that are authorised to use the animals in scientific procedures.

This does not apply to the breeding of specified animals by the holder of a scientific procedures premises licence for use in their own research.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility requirements

To be eligible for this licence you must:

  • be a legal entity (an entity able to be prosecuted in Victoria)
  • have an agreement with an Animal Ethics Committee (AEC) to be nominated to oversee animal use for the licence
  • nominate a person to be responsible for the procedures to be carried out
  • pay any required fees.

To hold a Specified Animal Breeding Licence, an institution must legally occupy (own, lease, or hold under formal agreement) the premises used.

Ongoing eligibility requirements

Practices carried-out under the licence must be in compliance with:

  • the National Health and Medical Research Council Australian Code of practice for the care and use of animals for scientific purposes
  • the Victorian Code of practice for the housing and care of laboratory mice, rats, guinea pigs and rabbits
  • recommendations and conditions of your nominated Animal Ethics Committee.

You will also be required to fulfil record keeping requirements and ensure that your premises comply with minimum standards. Please consult the responsible agency for further information on licence requirements.
