You will require this licence if you intend to act as a car market operator. A car market operator is someone who carries on the business of providing a premises for a second hand car market, but does not own the vehicles. It does not include auction premises. A car market operator cannot hold any other licence as a dealer, yard manager or salesperson.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.
To be eligible for this registration you must:
- Not hold any other licence as a dealer, yard manager or salesperson;
- Prove your identity and that you are over 18 years of age;
- Prove you are a fit and proper person;
- Provide the business name(s) you plan to use, with proof of registration;
- Ensure registration of any company name is included in the application;
- Specify each of the premises you propose to operate from;
- Complete the required forms; and
- Pay the prescribed fees.
