You will require this certificate if you operate a small filling station and you intend to sell goods other than fuel, car accessories or certain other essentials outside of general retail shop trading hours. A filling station is a business which sells fuel, and uses any pump or other device to supply fuel (e.g. a petrol bowser). This approval allows you to sell a larger range of non-petroleum goods outside normal shop trading hours.
You will not require this approval to trade outside normal trading hours if your business is located north of the 26th parallel or a transport terminal or station where public passenger transport services are running.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.
To be eligible for this certificate you must:
- Be the owners of the business;
- Ensure that your business is a small filling station; and
- Submit the required form.
Your business will be a small filling station if:
- It is owned by no more than six people;
- The owners are actively involved in running the business;
- Its owners operate no more than three filling stations; and
- Not more than 10 people (including the owners) work in the filling station at any one time.
