Average Quantity System - Australian Government


You may be required to comply with the average quantity system if you intend to operate a business that sell goods by measurement or that manufacture, pack, import or sell pre-packaged goods that have a constant nominal content.

The average quantity system is an internationally accepted method of determining the measurement of prepacked articles that are intended to have a constant nominal content. It is intended to be used to help large-scale packaging businesses comply with trade measurement legislation.

Manufacturers, packers and importers can choose:

  • to continue with their current system of shortfall calculation based on the uniform trade measurement legislation; or
  • adopt the average quantity system.
