Launch Permit - Australian Government

Description

You will require this permit if you intend to launch a space object from a launch facility located in Australia or have space objects returned to a specific area in Australia.

This permit may only be granted to the holder of a Space Licence. A space object consists of a launch vehicle and a payload that the launch vehicle is to carry into or from an area beyond 100km above sea level.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility requirements

To be eligible for this permit you must:

  • Hold a space licence covering the launch facility and the kind of launch vehicle concerned;
  • Have an adequate environmental plan for conducting the launch or launches, and any connected return;
  • Be a corporation;
  • Satisfy the Agency that you are competent to carry out the launch;
  • Satisfy the Agency that insurance / financial requirements will be satisfied;
  • Satisfy the Agency that the launch / launches will not cause substantial harm to public health, public safety or property;
  • Not have space objects containing a nuclear weapon or a weapon of mass destruction of any other kind; and
  • Satisfy the Agency that there are no national security, foreign policy or international obligations that cannot be met.

If you intend to be involved in a project involving the launch or return of a space object overseas, it is recommended that you consult the Contact Officer for initial advice on whether the nature of the involvement would require an overseas launch certificate.

Transfer

The transfer application must be in writing and state the reference numbe of the proposed transferor's launch permit and the reference number of the proposed transfee's space licence. Must also state;

  • proposed transferee's name, registered address and ACN;
  • the names and addresses of the persons responsible for the management and control of the proposed transferee;
  • the proposed transferee's ABN (if any);
  • must include evidence that the proposed transferee is a corporation;
  • must specify the date and time of the launch or launches, and any connected return, proposed to be conducted under the launch permit;

There also must be specifications in regards to payloads:

  • each payload to be carried, including the name of its owner, manufacturer and country of manufacture;
  • the purpose for which each payload is intended to be used;
  • for each payload to be carried, there must be details fo the proposed orbit, must include an inventory of the sensors and other information-gathering devices and must give details of teh nominatd trajectory of each space object proposed to be launched.
