International Ship Security Certificate (ISSC) - Australian Government

Description

You will require this approval if you act as a Ship Security Officer (SSO) on a regulated Australian ship. SSOs are responsible for a ship's security plan.

This approval is required by all regulated Australian vessels in Australian waters, including:

  • Ships that carry 12 or more paying passengers on overseas or interstate voyages;
  • Cargo ships of 500 or more gross tonnes that are used for overseas or interstate voyages; and
  • Mobile offshore drilling units that are on overseas or interstate voyages (other than a unit that is attached to the seabed).

This certificate is also required for SSOs working on foreign vessels that wish to enter an Australian port.

Licence

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility Requirements

Applications must be made in writing on the approved form with accompanying details, and must:

  • Detail your completion of at least 12 months qualifying sea service (or appropriate sea service and knowledge of ship operations considered the equivalent to sea service);
  • Provide proof of successfully completed approved training;
  • Identify the ship by name, official number, IMO ship identification (used for overseas voyages) and any other distinctive numbers or letters that identify the ship; and
  • Include a statement that a ship security plan is in force for the ship.

If you hold a Standards of Training, Certification and Watchkeeping for Seafarers Certificate of Competency you should submit it at the time of application.

International applications must also state when the ship may be inspected for the purpose of determining whether the ship meets the requirements necessary for international verification.

An interim licence may be given for a duration of 6 months while waiting to undergo an inspection.
