Advice on Regulated Air Services in Queensland - Queensland

Description

This support is provided to ensure the provision of a reasonable standard of air service to the more remote areas of Queensland. The regulation forms part of the Government's social justice program.

Regulation ensures that air services are provided to rural and remote destinations listed in Schedule 1 of the Transport Operations (Passenger Transport) Regulation, 2005. The Department places 'Invitations to Offer' in all major national media and by advice to all known carriers. You can ring the Department and register an interest in being sent this advice at times of tender only. An officer from the Department will forward details of the minimum service level requirements to you to submit a proposal in the context of the relevant Expression of Interest.

Regulated routes are open to a competitive tender process at the conclusion of existing service contracts. Cabinet approves any subsidies which may apply to specified routes, to ensure a specified minimum performance standard on the route during the life of the service contract. Current air service contracts in rural and remote Queensland expire on 31 December 2019.  A further 2 year option to extend the contract is available.

Eligibility requirements

You will need to hold the appropriate Commonwealth Civil Aviation Safety Authority certificates and accreditation, for the category of service pertaining to the proposed service contract (usually regular passenger transport (RPT).

Fees

There are no fees to access this service, however there are significant internal costs to an operator to prepare submissions for the regular public tender process.

Additional information

The Remote Air Service Subsidy (RASS) is a Commonwealth Government scheme funded by the Department of Infrastructure and Transport in Canberra.

A RASS subsidy does not preclude operators tendering for subsidies on regulated routes.
