Application for Approved Manager's Certificate - Queensland


Holding a brothel licence authorises you to operate a brothel at which prostitution services are offered. At all times the brothel is open for business, the brothel must be personally supervised by the licensee or an approved manager.

You may only personally supervise a licensed brothel pursuant to this requirement if you hold an Approved manager's certificate for the particular brothel.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility requirements

As an applicant you must not be ineligible in terms of Section 34 of the Prostitution Act 1999 and must be a suitable person to be an approved manager of a licensed brothel in accordance with section 42 of the Act.


This certificate will remain in effect for three years.

Application process

Submit a completed application form and required fees to the Office of the Prostitution Licensing Authority (PLA).

The application kit, which includes application forms and a guide booklet, is available by contacting the Authority, or from the PLA website.

As an applicant for an approved manager's certificate you are subject to extensive vetting and you should expect that the process will take some time to complete.

Other fees may apply.  For full information, you can contact the Prostitution Licensing Authority or refer to Schedule 2 of the Prostitution Regulation 2000.

As an applicant you will be interviewed personally during the vetting process and will be required to attend at a police establishment and/or the Prostitution Licensing Authority to provide your identifying particulars. The Authority will refuse to consider your application if you do not consent to providing those particulars.

You will be asked to supply further information in support of your application, including information about family members and business associates. If you fail to provide such information you will be deemed to have withdrawn the application.


You cannot transfer this certificate.
