You need this licence to establish or operate an entertainment venue. An entertainment venue includes a building, room, garden or other place that is open to the public for entertainment. It does not include a shop or licensed premises.
Councils licence entertainment venues to:

ensure that entertainment venues comply with appropriate standards of health and safety

protect the amenity of areas in which entertainment venues are situated

regulate the use of public entertainment venues, as well as the activities conducted there.
