Higher Risk Personal Appearance Service Licence (Redland) - Redland City Council - Queensland


If you have a business which provides higher risk personal appearance services (body piercing, cosmetic tattooing or tattooing) you must hold a licence and only provide services from the premises stated on this licence.

This does not apply to personal appearance services provided in a health-care facility (e.g. cosmetic surgery) or at a declared health service (e.g. acupuncture).

Acupuncture is not considered to be a personal appearance service and will continue to be regulated under Chapter 4 of the Public Health Act 2005. Acupuncture premises do not need to be registered.

Massage provided by a massage therapist is not a personal appearance service.

COVID-19 Update

As at 1 June 2020, under Stage 2 of Queensland's Roadmap to easing restrictions, tattooists have been permitted to reopen and have up to 20 customers at any one time in their business premises providing they have a COVID Safe Checklist in place.

In addition, tattoo operators must also comply with the general requirements placed on all industries by the Chief Health Officer under the Restrictions on Businesses, Activities and Undertakings Direction, including that:

  • there is no more than one person per 4 square metres
  • the 1.5 meter social distancing rules are observed
  • you keep contact information for all guests and staff for 56 days for tracing purposes.

Licence applications/renewals

During the period tattooists could not operate, the OFT provided you the opportunity to either:

  • withdraw your application and seek a refund or
  • allow OFT to hold your application, pending the lifting of the ban.

Now that restrictions have been eased, we will recommence processing the applications which were placed on hold.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility requirements

Businesses providing higher risk personal appearance services need to ensure their premises comply with the building standards in MP 5.2 of the Queensland Development Code.

People who personally provide higher risk personal appearance services must achieve the competency standard HLTINF005 - Maintain infection prevention for skin penetration treatments. Business proprietors of higher risk services must ensure people they employ or contract to provide services achieve this competency standard. This licence will remain in effect for one year from 1 July (each year).

Application process

You can obtain this licence by completing an application and submitting to council. Plans are also required including floor plan and sectional views and schedule of finishes.

Before this licence can be approved you require approval of plans and a final inspection of premises.

Transfer process

You can transfer this licence by submitting a completed 'Application for Transfer of Licence to Carry on Business Providing Higher Risk Personal Appearance Services' to Council.

Additional information

It is an offence under the Summary Offences Act 2005 to pierce the genitals or nipples of a minor (a person under 18 years) as part of a business transaction, or to tattoo a minor. It is no defence that the minors parent or guardian consented to the piercing.

The Environmental Protection (Waste Management) Regulation 2000 contains information regarding the disposal of waste (including sharps disposal).

It is illegal for a person to administer, apply, inject, sell or give away a scheduled anaesthetic or pain reducing substance to another person unless they are endorsed under the Health (Drugs and Poisons) Regulation 1996 to do so.

You may be required to pay fees for the following applications:

  • Application for an initial licence for a higher risk personal appearance service (includes initial approval and 1st year licence fee) per application.
  • Application for renewal of an existing licence for a higher risk personal appearance service per application.
  • Application for an amendment of a licence for a higher risk personal appearance service per application.
  • Application for the replacement of a licence for a higher risk personal appearance service per application.
  • Inspection of a higher risk personal appearance service premises per inspection.
  • Inspection of a non higher risk personal appearance service premises per inspection.
  • Inspection of a mobile non higher risk personal appearance service premises per inspection.
  • Remedial Notice inspection fee per inspection.

The definition of "Remedial Notice" is contained in the Public Health (Infection Control for Personal Appearance Services) Act 2003.
