Open Cut Examiner's Certificate of Competency (Open Cut Coal Mines) - Queensland


This certificate is required for appointment as an Open Cut Examiner

This means to carry out the responsibilities and duties prescribed under a regulation in one or more surface coal mine excavations.

Service type


A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.


This certificate remains in effect perpetually unless suspended or cancelled by the Board or an Industrial Magistrate.


Application process

You can obtain the certificate by submitting a completed current "Application for Queensland Open Cut Examiner's Certificate of Competency for Surface Coal Mines" to the Board. The application form can also be downloaded from the Board's website.

The following documents must be submitted with the application:

  • certified copy of identification (birth certificate, driver's licence or passport)
  • certified proof of academic qualifications
  • verification of employers of prescribed practical experience (verified by employers)
  • certified copy of current Senior First Aid Certificate
  • a letter in support from the mine's Site Senior Executive.
  • a letter in support from the mine's Site Senior Executive
  • a verified copy of a shotfiring log showing evidence of direct involvement in 10 blasting events.
  • where qualifications were granted outside Australia, copy of the certificate and academic record (J.P. certified) is required.

What is required after applying but before approval is granted?

You must sit both a 3 hour written exam in mining law and an oral exam in mining law and practice.

Transfer process

This certificate cannot be transferred to another person, but will be recognised in other Australian states.

Additional information

Written examinations are held at various sites around Queensland on a monthly basis; oral examinations are held quarterly (February, May, August, November).
