Second Class Mine Manager's Certificate of Competency (Underground Coal Mines) - Queensland


This certificate is required to have control of activities in one or more explosion risk zones and/or to be responsible for the control and management of underground activities when the manager is not in attendance at the mine.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility requirements

You must have the appropriate academic qualifications and practical experience.

Nine core competencies required by the Boards of Examiners need to be addressed, at the level needed for the role of Under Manager. They are:

RIIBLA302A Conduct shotfiring operations in underground coal mines,  OR
RIIBLA202ASupport underground shotfiring operations

You must have also:

  • current HLTFA301B Apply First Aid including HTLCPR201A Cardiopulmonary Resuscitation (CPR)
  • current Instrument Gas Testing Document and Statutory Gas Exam Results.

Minimum experience required to be demonstrated is at least three (3) years practical experience in and around an underground coal mine of a nature and standard acceptable to the Board of Examiners, including:

  • at least two (2) years in an underground coal mining activity; including
  • nine (9) months directly involved in coal face operations.


This certificate remains in effect perpetually unless suspended or cancelled by the Board or an Industrial Magistrate.


Application process

You can obtain this certificate by submitting a completed current "Application for a Second Class Mine Manager's Certificate of Competency (Underground Coal Mines)" to the Board. This application form can be downloaded from the Board's website.

The following documents must be submitted with the application:

  • certified true copy of identification (birth certificate, driver's licence or passport)
  • certified copy of academic qualifications
  • verification by employers of prescribed practical experience
  • certified copy of current certificate in Senior First Aid including CPR
  • a letter in support from the mine's Site Senior Executive
  • certified copy of current instrument Gas Testing Document and Statutory Gas Exam Results
  • where qualifications were granted outside Australia, copy of the certificate and academic record (J.P. certified) is required.

What is required after applying but before approval is granted?

You must sit both a 3 hour written examination in mining law and an oral examination in mining law and practice.

Transfer process

This certificate cannot be transferred to another person, but will be recognised in other Australian states.

Additional information

Written examinations are held at various sites around Queensland on a monthly basis; oral examinations are held quarterly (February, May, August, November).
