Description

Object or Purpose of this legislative Instrument:

The objective of this Act is to ensure that, on balance, the State and the community as a whole benefit from lotteries.

The balance is achieved by allowing lotteries subject to a system of regulation and control designed to protect players and the community through:

  • ensuring the integrity and fairness of games;
  • ensuring the probity of those involved in the conduct of lotteries; and
  • minimising the potential for harm lotteries.

The legislation provides a regulatory framework for the operation of commercial lotteries in Queensland.

Scope of this legislative Instrument:

The Act identifies authorised lotteries and provides that lotteries may only be conducted by a person authorised to do so under a primary licence.

It also provides for a lottery operator to enter into agency agreements with persons whom it authorises as agents for the conduct of lotteries.

The Act also explains how lotteries are to be conducted by the primary licensee and their agents and identifies offences and penalties imposed.
