Persons wishing to undertake building work need to obtain provisional building rules consent and development approval. Building work includes the construction, demolition or removal of a building and excavations for the construction and demolition or removal of a building. Some minor forms of building work are exempted under Schedule 3 of the Development Regulations 1993. Proposed building work is assessed against the requirements of the Building Rules by the relevant authority. The Building Rules generally cover structural issues, fire protection, health, safety, amenity and access issues. Persons intending to install a cooling tower should notify the Council's Environmental Health Officer.
