Persons wishing to undertake any form of development require provisional development plan consent. Each proposal is assessed to ensure it conforms with the relevant development plan for the proposed location of the development. The development plan sets out provisions in relation to the design and location of development and contains zoning and design criteria. Development means building work, a change in the use of land, subdivisions, work in relation to State or local heritage places which could materially affect the heritage value of the place, prescribed mining operations, the forming of certain levees or mounds, coastal protection works, display of certain advertising signs and excavation or filling of land in prescribed zones. The Council is generally the decision maker for applications.
