Persons wishing to undertake any form of development require provisional development plan consent. Each proposal is assessed to ensure it conforms with the relevant objectives and principles of the development plan for the proposed location of the development. The development plan sets out provisions in relation to the design and location of development and contains zoning and design criteria. Development can be building work, a change in the use of land, subdivisions, construction or alteration of a road, the creation of fortifications, in relation to a significant tree, any tree damaging activity, work in relation to State or local heritage places which could materially affect the heritage value of the place, prescribed mining operations, or any act or activity in relation to land declared by regulation to constitute development. The Council is generally the decision maker for applications.
