Development means building work, a change in the use of land, subdivisions, work in relation to State or local heritage places which could materially affect the heritage value of the place, prescribed mining operations, the forming of certain levees or mounds, coastal protection works, display of certain advertising signs and excavation or filling of land in prescribed zones.
