Licence to Operate a Major Hazard Facility - Victoria

Description

You will require this registration if you intend to operate a major hazard facility. Major hazard facilities are industrial sites which store, handle or process large quantities of hazardous chemicals and dangerous goods, including petroleum products. For example, oil refineries, chemical manufacturing sites, gas-processing plants, liquefied petroleum gas (LPG) facilities, and some warehouses and transport depots.

This licence does not apply to pipelines issued under pipelines or gas industry legislation.

Eligibility requirements

To operate a major hazard facility, you must hold a licence or the facility must be registered with WorkSafe pending the issue of a licence. To be eligible for this registration you must:

  • store certain quantities of Scheduled substances (see the Regulations) at your facility
  • submit any forms and documentation as required by the Agency
  • pay any prescribed fees.
You will need to notify the Agency within 30 days if you have, or will have, at your facility more than 10 percent of the threshold quantity (but less than their threshold quantity) of substances specified in Schedule 9 of the Regulations. The Agency will then determine whether your facility will need to be licensed.Please consult the responsible agency for more information regarding eligibility requirements.

Ongoing eligibility requirements

It is an ongoing requirement of this approval that you abide by all industry legislation and codes of practice and any specific conditions on the approval. You must provide any relevant records and information as required by the authority, and you must notify the Authority of any licence detail changes in writing.

You may need to have an annual inspection, and regular on-site visits from the Agency.

Duration

Registration is issued for a maximum 30 months, with an option to extend for a further 6 months. The licence issued up to 5 years.
