Pipeline Licences - Victoria

Description

You will require this licence if you intend to construct or operate a pipeline. This applies to any pipelines used to carry petroleum, oxygen, carbon dioxide, hydrogen, nitrogen, compressed air, sulphuric acid or methanol. Your licence will specify the authorised route of the pipeline. The pipeline must be constructed along the authorised route in accordance with standards, and conditions specified in the licence.

The consent of the Agency is required prior to commencing construction or operation of the pipeline.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility requirements

Prior to applying for a licence you must:

  • have a consultation plan in place that has been approved by the Agency
  • obtain the consent to enter the land of all affected landowners for the purposes of carrying out any necessary surveys
  • notify all landowners in the proposed pipeline corridor.

If you are unable to obtain the consent of the relevant landowners, you may apply to the Minister for approval to access the land without consent.

To be eligible for a licence you must:

  • submit a scaled map that indicates proposed pipeline corridor
  • provide any other required information, including the purpose of the pipeline
  • pay any required fees.

Ongoing eligibility requirements

Construction must commence within 1 year of the issuing of the licence, and must be completed within 2 years of commencement.

Before commencing operations you must:

  • have a Safety Management Plan approved by Energy Safe Victoria
  • have an Environment Management Plan approved by the relevant Agency.
