Rolling Stock Operator's Accreditation - Victoria


You will require this accreditation if you intend to operate, construct, maintain, repair or alter rolling stock in Victoria. Rolling stock is a vehicle that operates on or uses a railway track, such as:

  • locomotives
  • carriages
  • rail cars
  • rail motors
  • light rail vehicles
  • trains
  • trams
  • monorail vehicles.

It does not include vehicles designed to operate both on and off a railway track.

This accreditation only applies to light railway rolling stock and trams. All heavy rail is covered by the National Law. The purpose of this accreditation is to ensure you are competent and capable of providing safe, effective and efficient services, and are capable of acting in accordance with any appropriate standards as required by the Agency.

A rolling stock operator is a person who is entitled to operate rolling stock on a railway. They may also be the RIM of that particular infrastructure, because they have an agreement that allows them to operate stock on that railway, or because they are allowed to operate on the railway for certain other reasons.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility requirements

To be eligible for this accreditation you must:

  • have the required competency and capacity to carry out the particular rail operations safely, including details of key safety personnel
  • provide evidence of consultation regarding the preparation of a Safety Management System (SMS) with rail workers, employees who are health and safety representatives and any persons with whom you have entered into an Interface Coordination Plan
  • show that you have the capacity to meet potential accident liabilities
  • provide evidence of compliance with the risk management requirements
  • provide details of rights of access.

Ongoing eligibility requirements

It is an ongoing requirement of this approval that you abide by all industry legislation and codes of practice, and provide relevant records and information as required by the authority. You must prepare and maintain records relating to the training of rail safety workers.

A monthly report must be given to the Safety Director which includes information such as the number of employees in that month, the total number of track kilometres, the total number of passenger journeys travelled in that month etc.

You must also demonstrate that you have taken all reasonable steps to comply with the requirements relating to risk management.

You must immediately report rail incidents to the agency. A follow up report must come within seventy-two hours of becoming aware of the incident. An incident includes the following:

  • an accident on a railway premises that leads to the death or injury of a person
  • derailment
  • collisions
  • implosions, explosions, fires or other occurrence that results in significant property damage.


Up to twelve months.
