Interactive Gaming Licence - Victoria


You will require this licence if you intend to operate an interactive gaming service for an approved game (that is not a prohibited game for the purposes of this licence) as defined under the legislation. An interactive game is a game in which:

  • a prize is offered or can be won under the rules of the game
  • a player participates in the game by means of a telecommunication device and pays money to participate in the game
  • the winner is decided wholly or partly by chance or as a result of the player's skill.

A wagering and betting licensee may, by notice to the Commission, appoint as operator a company that is whole-owned subsidiary by the licensee, has a physical place of business in Victoria and is approved by the Commission.

Eligibility Requirements

To be eligible for this licence your must:

  • be a natural person over the age of 18 years or a body corporate
  • make an application using the approved form
  • provide any other information or documentation required by the Agency to assist it in determining your application
  • satisfy the Agency that you and any associate is a suitable person to be concerned in or associated with the management and operation of an interactive gaming business
  • pay the prescribed fee.

Ongoing Eligibility Requirements

The licensed provider must ensure players are registered, not minors, verify players identity, and hold on behalf of the player the funds necessary to cover the amount of the wager by the player.

There are numerous compliance and operational requirements, and the Agency may impose additional conditions upon the licence.
