Licence to Access High Consequence Dangerous Goods (HCDG) - Victoria

Description

You will need this licence to access high consequence dangerous goods (HCDG). This applies to importing, exporting, manufacturing, selling, using, transporting, transferring, disposing of, or supplying HCDG.

Dangerous goods are substances and articles that are potentially hazardous to people and property. They may be corrosive, flammable, explosive, spontaneously combustible, oxidising or reactive with water. Certain dangerous goods are declared by the Agency to be HCDG.

An employee or contractor of a licence holder will not require this licence provided they are supervised by the licence holder or hold a permit authorising unsupervised access to HCDG.

Eligibility requirements

To be eligible for this licence, you must:

  • demonstrate a lawful need for access to HCDG
  • be a resident of Victoria (individual applicants) or carry on business in Victoria (corporate applicants)
  • not have committed any serious offences in the past ten years that indicate that you may be a security risk
  • pass a security assessment
  • provide a security plan for the activities to be covered by the licence
  • provide all of the information required in the Authority's Application for a HCDG licence form
  • provide proof of Identification and consent to the Authority to obtaining certain information
  • pay the application fee.
