Licence to Use a Scheduled Carcinogen - Victoria

Description

You will require this licence if you intend to perform work involving a scheduled carcinogenic substance. Carcinogenic substances are hazardous substances that can cause cancer such as benzene and vinyl chloride.

There are two types of carcinogens to which the licence applies Schedule 5A and Schedule 5B carcinogens. The use of Schedule 5A carcinogenic substances is only permitted in laboratories, but prohibited in other workplaces. The use of Schedule 5B carcinogenic substances is only permitted in workplaces (including laboratories).

You will not require this licence if you receive a scheduled carcinogen in a sealed container which is not to be opened on the premises. For example, you will not require this licence if you wish to transport a scheduled carcinogen in its container.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility Requirements

To be eligible for this licence you must:

  • provide proof of Identification
  • provide all the information required
  • undertake any required medical examinations
  • provide details on the quantity of the substance that is intended to be used
  • give an indication of the risk control measures intended to be put in place to eliminate risks
  • be willing to have the Agency conduct an inspection of your premises
  • indicate any previous convictions and cancellation of licences
  • submit proof of training in required areas
  • pay any prescribed fees.

A separate application form must be completed for each scheduled carcinogenic substance for which you require a licence.

Ongoing Eligibility Requirements

It is an ongoing requirement of this approval that you abide by all industry legislation and codes of practice and any specific conditions on the approval, including:

  • providing any relevant records and information as required by the Agency
  • making a record of each employee who works with a scheduled carcinogenic substance
  • providing each employee with a written statement containing information on the substance and other information required under the regulations.
