Omnibus - Chartered Vehicles (CV) Licence - Western Australia

Description

You will require this licence if you intend to operate Omnibus - Chartered Vehicles (CV). A CV is any vehicle used to carry passengers for hire and reward, which is not a taxi, or a regular passenger transport vehicle.

A licensed CV may:

  • operate state-wide, including off-road or in remote areas provided there is a safety management plan in place
  • have any number of seats
  • charge any fares provided they are in written form, transparent and have been calculated or agreed in advance with the hirer prior to commencement of the journey.

To differentiate from services provided by taxis, CV's are not permitted to operate from taxi ranks, or display signs that presents it in a manner resembling a taxi.

A CV licence may be issued to any type of vehicle so long as the vehicle is designed for the principal purpose of carrying passengers and is maintained in a fit and serviceable state. The vehicle must be able to pass a visual and mechanical inspection on initial licensing and every twelve (12) months thereafter.

Vehicles with non-standard configurations such as side-facing seats or left-hand drive vehicles may continue to meet CV licensing criteria so long as they are deemed to be safe.

Eligibility requirements

If you do not hold an F or T Extension on your Western Australian driver's licence, you will need to provide a National Police Certificate that is less than 3 months old.

Where the application is made in the name of a company of trust you will need to provide a Company Extract, which is no more than 3 months old or a certified copy of the Trust Deed.

If the vehicle is not registered in your name, you will need to complete a Confirmation of Vehicle Financial Agreement (ODT 6) form.

Ongoing eligibility requirements

Your vehicle will require an annual vehicle examination to continue to operate as a charted vehicle.

The vehicle registration needs the correct Motor Vehicle Injury Insurance (formerly compulsory third party insurance) class appropriate for your vehicle type and area of operation. The applicable insurance classes are:

  • 3(a) for charter vehicles licensed to carry eight or more people normally operating within the 40 kilometre radius of the GPO Perth
  • 3(b) for charter vehicles licensed to carry eight or more people normally operating outside the 40 kilometre radius of the GPO Perth
  • 3(f) for charter vehicles licensed to carry less than eight people.

To update your insurance class you will need to complete the Statutory Declaration of Motor Injury Insurance Class (ODT 5) form.

Once you have received pre-approval for your CV application you will be required to have your vehicle inspected. When your vehicle has passed the vehicle examination, you will be automatically issued with a CV licence account, which contains your operating conditions.

Examination fees will vary depending on your vehicle type.

All new Charter Vehicle licence applicants will have the option to apply for new CV plates or continue to operate with the current plate type attached to their vehicle.

New applicants after 1 July 2016 are required to complete an Application for a Charter Vehicle Licence Plate (ODT 12) form and pay a fee for the application of CV plates. Existing holders of Omnibus licences are not required to pay application fees if applications are made prior to 1 May 2017.
