Registration of Prescribed Premises - Western Australia

Description

You may require this registration if you intend to operate a premises or site where you undertake activities that directly or indirectly cause or increase emissions. An emission refers to the:

  • discharge of waste
  • emission of noise, odour or electromagnetic radiation
  • transmission of electromagnetic radiation.

You will not require this registration if the emissions are caused by anything done in accordance with a current works approval.

The types of premises which may require registration are listed in Part 2 of Schedule 1 of the Regulations. Examples of prescribed premises include large scale operations involving:

  • intensive livestock housing of cattle and pigs
  • chemical manufacturing, processing or handling
  • water treatment or desalination
  • ceramic goods manufacturing.

If you become the occupier of a registered premises you must notify the Agency of your occupancy.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility requirements

Factors taken into consideration for assessment will include:

  • the nature and significance of the emissions or discharges from the premises (including the performance expectations and effectiveness of pollution control equipment, the variability of discharge loads and concentrations and how close emission levels are to limit values)
  • the environmental setting (that is, the condition and sensitivity and importance of the receiving environment and the environmental values it supports)
  • the intended purpose of the monitoring (such as understanding a problem, compliance assessment, environmental state assessment)
  • the historical environmental performance and compliance of the licensee
  • the ability to sample or obtain analyses
  • the cost.

To be eligible for this registration you must:

  • submit the required documentation and forms
  • pay the prescribed fee
  • be willing to comply with any ongoing requirements.
