On 26 November 2001, Government placed a temporary cap on the maximum number of commercial vehicle licences (CVL) issued to taxis, minibuses and private hire cars.

This code of conduct is a set of service requirements designed to set minimum minibus industry protocols and standards of customer service.

Drivers and operators of the commercial passenger vehicles (minibus) are required to comply with this Code of Conduct when carrying passengers for hire or reward.
